To start this quest you first of all need Camp Calla access quest done. Go towards the Northern hydra spawn and follow the way down towards the big circle area. Find the hidden lever under one of the bushes indicated by the second screenshot and go down one more floor until you reach the fence which should now be open. Go inside the teleport. You will face a few Elder beholders and hydras.
